Set up a build system - Githubissues

Our app is built using the following technologies:

Angular
Typescript
Sass
ArcGIS API for JavaScript for the 3D visualization
Jasmine for testing
Dojo and Webpack for module bundling (Dojo is only needed because of the ArcGIS API for JS)

The build system should allow:

[x] writing code using Typescript with ES6 features
[x] writing styles using a preprocessor for better modularity
[x] using modularised code with ES6 import syntax
[x] writing and running unit tests and integration tests
[x] while developing the app should automatically detect any changes and reload the browser
[x] have a build command that will build for production
[x] a live version of the app should be up and running as a github page
[x] have the possibility to use angular-cli

Current build system is based on: https://github.com/jwerts/angular2-esri-play

@CaptainInler we only need to make the repo a github page and we're good to start developing.

now we only need angular-cli, will merge it with Beat's branch once I get the graphics working.

merged Beat's branch with this PR: https://github.com/CaptainInler/findAtree/pull/9 angular-cli is in the project again.
