Scope software publication skill section to add precision and discuss software citation #243

Based on @annalenalamprecht's comment, I've changed the "Software publication" skill section to include a more precise list of skills for software publication, and discuss software citation as well.

Notes:

I've added one fundamental reference to the Software Citation Principles paper (IMHO on the same level of fundamentality as SWEBOK, also referenced in a skill section), but removed the more specific reference.
I've cheekily added myself to the authors list. If this is unwanted, let me know and I'll roll back the last commit.

I think it's good and I certainly don't mind you adding yourself to the authors! But you should be aware that we are currently in the works of lincensing this repo under CC-BY, so you should be okay with that. (just to make sure from the legal side!)

Yea, of course. CC-BY is my default anyway.

I think the 2016 citation is more general than the 2022 HERMES reference?

Yes, more general, more foundational, covering different aspects.
