Add README note that current version of OPR is beta #45

Modify the readme file to point out that our major version is 0, so all library changes may be breaking changes. Direct people to look at discussions for update notes.

Note that Terry had attempted a PR against and this is sitting in review: https://github.com/CaravanStudios/open-product-recovery/pull/78

I suggest holding off on adopting this one until 3/17 while we wait to hear back if Terry is still interested.
