RPG: Add powder keg element #584

Ports the powder keg element to DROD RPG, along with the changes to explosion processing to make that possible. Additional, a new script behavior has been added that can prevent a player or character's sword from detonating explosive objects, and an "explosive safe" weapon is able to push kegs.
