HideCrossbarhints Was Not Working in HideTooltipsInCombat.cs #696

Hiding crossbar hints out of combat wasn't working because it was duplicated and set to HidePopUpOoc instead.

Changing the duplicate Config.HidePopUpOoc to Config.HideCrossbarHintsOoc fixes this
