Re-enable `ResizeExperienceBar` #849

I also tried to 'modernize' the tweak when possible.

I forgot to mention, the old version did its scale changes every framework update and also during AddonPostRequestedUpdate, but after testing it seemed to me that just the latter was enough, so I removed the framework update part. I think we could add it back later if people report issues.
