Modification/display of cost quantity #131

Should we give a way to modify the cost quantity of the commitment? Or during planning, can we just use the offer quantities? Should we allow creating of cost that didn't originate in a recipe?

Related, once events are entered fulfilling a commitment, should the cost reflect what was actually paid? Or should we re-multiply the new quantity by the offer per, to get a new cost commitment? Or does production cost basically matter only in initial planning, and after that it is somewhere else?
