6 days ago I tried it again, and it did save the primary commitment, but not the reciprocal payment commitment. The Save Cost checkbox was checked when the modal came up, I left it checked.
(The last screen shot was after I had also moved it up from the bottom.
I then edited the primary commitment again, unchecked and re-checked the save cost checkbox, and when I saved it, it created the payment commitment.
I added a new white alpaca dirty commitment to the first pickup column, from a different supplier, Woodland Meadows, saved cost. (There was already one commitment, which I just changed to be less quantity, successfully, also saved cost.) The commitments didn't save.
