How to get added plan commitments into a logical ordering? #90

Right now they drop to the bottom.

I'm wondering if we want to put the Add (+) where it is now, plus on each commitment, and it would mean adding it right below? I know we talked about order, but I don't remember all the outcomes of that. If we do it this way, it could go on the left of the edit icon.

Alternatively, we could add a drag'n'drop. @happysalada had looked into that awhile ago, and thought it wasn't too horrible to do. Or.... ?

Probably relates to #76 .

Haven't seen it work, but closing because the question is answered and coded.
