Completed the draft. It doesn't look as how I imagined it but I will be revisiting it very soon.
I made some adjustments to the horizontal alignment. The file is now in my folder. I'm not entirely sure what to do with the south end of the local street. Originally I thought I could just make it swing left and connect with Ramsey Street, but now that the design is drawn out, I realized that it would conflict with the westbound onramp since the onramp is mostly at grade. So maybe the local street should just continue downwards toward the railroad, cross the railroad, and connect to John Street. According to the aerial view on Google Maps, there seems to be nothing there but when you click on the images of the Skechers factory, one of the pictures is of a road which I assume to be John Street so this could be a potential option.
Not at my computer rn, I'll take a peek at the ord file before making a statement
