Is it possible that faclities are registered for SDWA but don't have an FRS ID? #2

Prison's that have more than 25 people residing in them should be registered for the SDWA but it appears that many prisons of that size don't have FRS ID numbers. Is it possible that they are still registered, just at the state level, but not at the federal level?

Would we need to use Envirofacts to look that up?
