This is how they define density:

brownfield density, which is the size of total acres of brownfields in a census block group dividing by the land size of the census block group,

So this would be a smaller spatial unit of analysis.

but they also include another variable:

inactive hazardous sites are potential brownfields but administrated by a different government agency. This study includes these inactive hazardous sites in the model. The variable is measured as the acreage of inactive hazardous sites divided by census block group land acreage.
