Swap out 2018 Prison Boundaries dataset with 2020 Prison Boundaries dataset #42

HIFLD updated their prison boundaries data in July of 2020. We are currently relying on data from 2018. https://hifld-geoplatform.opendata.arcgis.com/datasets/2d6109d4127d458eaf0958e4c5296b67_0

We will need to swap out the existing dataset in the Carceral EJ Mapper with the new one. This will require two things:

  1. Replace Prison Boundaries in the data-clean repo with the new prison boundaries data (as long as the name doesn't change, app.R will load this new dataset without requiring changes to the app.R code)
  2. Recreate the prison_boundaries.csv and prison_boundaries_centroids.csv for archival purposes
  3. Re-run find_objects_proximate_prisons.R, which will recreate prisons_with_facility_distances.csv
