Proximity filters not filtering to State #53

Describe the bug When a proximity filter is applied, the map is displaying all carceral facilities across the country with the designated proximity criteria.

To Reproduce

  1. Filter to California
  2. Turn on filter for Superfund sites
  3. Apply filter for at least 1 superfund site within 1000 meters.
  4. Map will show carceral facilities outside of CA that have at least 1 superfund sites within 1000 meters.

Additional context This should be a simple fix. We just need to add a filter for state to the server function.
