AI uses Arbor Elf incorrectly #4116

Describe the bug AI only uses Arbor Elf at the player's turn and untaps Forests just for nothing

To Reproduce Steps to reproduce the behavior:

  1. AI plays Forest
  2. AI casts Arbor Elf
  3. At the next turn AI casts something and taps Forest for it
  4. AI uses Arbor Elf at the player's turn to untap Forest just for nothing

Expected behavior AI should use ability of Arbor Elf as a deferred mana ability. And the more mana the Forest gives it, the higher priority it is to use it.

Additional context Keep in mind Utopia Sprawl and same

Desktop OS: Windows 10 Java Version: 1.8.0_202-b08 Forge Version: 1.6.59-SNAPSHOT-11.02
