AI casts Underworld Breach for no reason #4124

Describe the bug AI casts Underworld Breach when its graveyard is empty and/or its doesn't have enough mana

To Reproduce Steps to reproduce the behavior:

  1. AI casts Underworld Breach on second turn
  2. AI passes the turn

Expected behavior AI should cast Underworld Breach when its graveyard has some spells and it has enough mana to cast them

Desktop OS: Windows 10 Java Version: 1.8.0_202-b08 Forge Version: 1.6.59-SNAPSHOT-11.03
