AI doesn't exile creature cards from its graveyard by Agatha's Soul Cauldron #4331

Describe the bug AI doesn't exile creature cards from its graveyard by Agatha's Soul Cauldron, even if there are no targets in the player's graveyard. This could give it an advantage.

To Reproduce Steps to reproduce the behavior:

  1. AI has Agatha's Soul Cauldron
  2. AI has creature cards in its graveyard
  3. Player hasn't cards in it graveyard or hasn't creature cards in its graveyard
  4. AI doesn't exile creature cards from its graveyard

Expected behavior AI should exile creature cards from its graveyard by Agatha's Soul Cauldron if it has 1+ creatures on the battlefield

Desktop OS: Windows 10 Java Version: 1.8.0_202-b08 Forge Version: 1.6.60-SNAPSHOT-12.07

@Agetian AI probably should prefer to exile:
