Impending N—Cost (If you cast this spell for its impending cost, it enters with N time counters and isn’t a creature until the last is removed. At the beginning of your end step, remove a time counter from it.)

Similar to Fading ...

ETB with Time Counters
At end step, remove time counter
StaticAbility(?) that stops it from being a creature while it has time counters? (This also could be a pump Effect with Duration)

Depending on the Comprehensive Rules: "isn’t a creature until the last is removed." might be different from "For as long as that land has a blaze counter on it" like Obsidian Fireheart

If the Impending creature somehow can't enter without counters, would it still be a creature or not?

Reopen because I need to handle what the Effect should still apply when no counters are placed on it.

Then the effect that doesn't make it a creature needs to be there forever. (until some time counters are placed on it)

Might need CR for this?
