Test Cards aren't being properly filtered out #5535

Describe the bug I've noticed this for a long time, but haven't bothered to report it until now. Test cards routinely show up in actual games - most often Waste Land - even when you have the Enable Non-Legal Cards setting unchecked. They also show up in the deck editor as cards you can add to your deck.

Expected behavior When you have Enable Non-Legal Cards unchecked you shouldn't see those cards in games or the deck editor.
