AI doesn't activate first ability of Psychic Frog #6379

Describe the bug AI doesn't activate first ability of Psychic Frog even if it help to kill creature and save AI

To Reproduce Steps to reproduce the behavior:

  1. Player attacks with Shalai, Voice of Plenty
  2. AI has Psychic Frog on the battlefield
  3. AI has 4+ cards in hands
  4. AI doesn't activate first ability of Psychic Frog, may be second one if AI has few hp

Expected behavior AI should activate first ability of Psychic Frog if it can help to avoid removal/block opponent's creatures/kill opponent or if AI has 8+ cards in hands.

Additional context AI shouldn't discard or should discard rarely cards that are cast with or benefit from cards from its graveyard (like Abhorrent Oculus or Murktide Regent)
