Looping issue with A.I. and Gavel of the Righteous #6411

Describe the bug I believe I've brought this up before, but I really think that Gavel of the Righteous should be marked as unplayable for the A.I.. Not because it can't play it, it can if it has the mana, but because it gets stuck in a minutes long loop trying and failing to equip it if the card has a counter but they have no mana to pay.

Expected behavior For the A.I. to be able to remove a counter for the equip cost and not get stuck in a loop failing to do so.

Additional context Just wanted to let kevlahnota know that the permissions fix for the installer on linux worked. The jar installer still needs to be made executable manually, but the forge.sh is now executable by default. One less thing to go through is quite nice! Thanks for that. :D
