With the new logic I removed CalculateMissingMonitoringRequirementsWithinCompletionGap, but I should probably reuse the test cases in test/CareTogether.Core.Test/ReferralCalculationTests/CalculateMissingMonitoringRequirementsWithinCompletionGap.cs, I will still work on that, as well as on some TODO (WIP): I've annotated on the code.
