As a developer, I want to setup the base.html page so that I have something to work with when developing new templates for the website.

Acceptance Criteria

Navigation bar and logo at top of screen
Footer and social media links at bottom
Link to resources (Bootstrap, CSS, JS etc)
Responsive across multiple devices

Note

The base.html page may have to be adjusted at a future date for the navigation bar changes when a user is logged in but this is not considered part of the acceptance criteria for this user story.
