Code has duplications of key functions in the wrong places #26

There is now a second version of writeIQ.py in the matlab/ folder that conflicts with the one in utils/ . I am going to have to merge the changes and move the Python code outside of the matlab/ folder. Please keep in mind that the matlab/ folder is strictly for MATLAB scripts and should not be used for any new content.

I've fixed this. Closing for now, but please ensure that you do not create extra copies of scripts or modules in other places.
