you can download the shapefile (s) from https://www.gadm.org/

If I remember correctly, it is part of the entire geotabase package which you can download here: https://www.gadm.org/download_world.html

It should be accessible here but for me the download link does not work right now: https://www.gadm.org/download_world36.html

If I have time I may upload the shapefile here.
