[Notification app] Add cancelation logic #102

Cancelation flow:

  1. Add menu button for telegram bot.
  2. Display user all his/her notification( wallet_id, health_ratio_level, protocol_id) instances with button[remove]
  3. Add logic to handle each state
  4. Remove it/them from db
  5. Hide email from form
