Added logging of telegram sent messages #80

Fix database:

edited typing from crud
moved declarative_base to models
edited to class version of declarative_base
recreated migration files
added automatic Black code formatting for revision files

Other database:

added new model TelegramLog
created migration for the new model

Upgrade Telegram notifications:

Added logging of sent messages
Fixed RetryAfter exception handler
Change the Telegram identifier of the queue element to the identifier of the notification data
