Define new REST APIs endpoints for UpGrade #1505

We should determine what new endpoints we need to be able to receive data from the Roster Sync application. Assumptions:

The Roster Sync will run on a periodic schedule (possible once a day), but will also be runnable any time.
It should be a bulk upload of student data to be used to mutate data in the experiment_user table (phase 1)

Issue(s) created for the implementation of the new APIs

Dependency: define data model Considerations: changing group membership (possibly fold into PI12 group change spike). Validity of group information coming from Clever/roster sync vs Client - we should expect that information from either of these sources to be valid and truthful.
