I'm not sure how feasible this might be to implement from both development and user experience points of view. Is there a particular reason that you're averse to using the already-implemented randomize queue feature (say, after a few minutes of being open) which can eliminate the incentives driving the issue altogether?
The largest reason that I think that this might be beneficial is that often staff forget to randomize the Queue after the first few minutes of being open. This would at least be some sort of automated anti-bot system.
Alternatively, what about a setting that automatically randomizes the queue x seconds after it opens (If a course decides to opt into it)
This feature could help cut down on bots or other automated programs joining the queue within the first few seconds and give students a fair playing field to join the queue.
