This does several things

Refactors the structure of the project
Makes it compatible with the CartoDB plugin for the Atom text editor
Adds support for refreshing materialized views concurrently
Uses Travis to push to the develop server
Has working documentation for setting up the server
Uses sync tables to keep coastlines and other files up to date
Various cartographic improvements
Matches what we're doing on the new production server

This should get tagged as v2.0.0
