Add more ordering to places #68

This should help with consistent ordering across metatiles, reducing cut-off labels. It might fix #67 and should at least help it, but needs testing on a real server since I'm not seeing the problem in my development environment.

After testing, this fixed all the cut-off labels in #67, which is better than I had expected. We'll need to do a release to get this to production, but it looks good.
