city marker labels appear north east of cities #12

Notice that Chicago's marker is in the lake:

Other cities seem to have the same behavior. Seen https://cartodb.github.io/carto-vl/examples/basics/select-layer.html and elsewhere.

hi @andy-esch @skgsergio took a look at this today and what he discovered is that there is a marker offset that is pretty aggressive.

we are currently in the process of the basemap handoff with infrastructure so when we have all of that completed, i will take a look into this more closely.
