Change testing dataset location #130

In our tests, we are currently using a dataset from a URL: https://academy.cartodb.com/d/tornadoes.zip, but academy is deprecated and replaced by help center.

Due to it, the tests are failing because the dataset is not accesible. We should use another place to save the dataset like S3 or similar.
