Adding PULP as a dependency #154

Just wanting to open a ticket to see if we would be able to add PULP (https://www.coin-or.org/PuLP/main/installing_pulp_at_home.html) as a dependency on Crankshaft. We have a bunch of use cases that depend on this library so just want to know if it's possible.
