Function request CDB_Population #120

I, as an end user, would like to have a high level function, CDB_Population((Geometry, 4326)), giving me back the estimated population for the point or polygon provided.

Behind the scenes it should understand what is the best measure to use.

@rochoa is this blocking anything on your end? what kind of priority is it? we want to do it either way, just want to figure out if we should be surfacing it faster

I would like to have it for camshaft but meanwhile I could workaround it by manually constraining it to USA and Spain bounding boxes.
