Move glossary.md and license.md as local Doc files

As a result of Docs issue#910, I will move the Glossary and License content as local Docs files, since they are not pulling code from this repo.

• [x] move glossary.md and license.md as local Doc files
• [x] update the API.md to indicate changed doc file locations (only boundary.md, discovery.md, and measures.md will be code files that we are pulling into the live Docs site)
• [x] notify @talos, in case he is referencing any of the relocated files in the D.O. Catalog

@csobier thanks for the notification. We do have a link to the License file in the Catalog. What would the new URL be?

OK! Would it be possible to make the switch Monday? That's when we publish the next PDF for the catalog.

Absolutely! I have all PR's on hold until then.

You should be able to merge all PRs in now, as the OBS catalog has updated the link so we no longer link to the old location.
