Refactor follow-up: Docstrings #35

After finishing https://github.com/CartoDB/raster-loader/pull/23, we need to review and finalize the docstrings (in google format, https://sphinxcontrib-napoleon.readthedocs.io/en/latest/example_google.html#example-google, can be easily translated from NumPy style with GPT)

ToDos:

[x] Update Sphinx autodoc to use new package structure (Timo, #36 )
[x] Review and update docstrings (Brendan)
