Create documentation for CartoCSS preprocessor

Creating this issue as a placeholder to create the Docs for the CartoCSS preprocessor, when it's ready. Document the following:

An overview of the feature
Why was this feature created?
Why would you use this tool?
What the are pre-requisites, or requirements, to onboard (if applicable) i.e. does this need to be used in conjunction with another feature, etc.?
Is this feature restricted to certain account types / users?
What is the high-level workflow that should be included as part of the doc?
What are the topics that should be covered?
What is the expected deliverable for this feature?

@csobier Want to let you know that these are all great areas to touch on for the documentation! As we discussed last week, I'm in the process of going through each type of map that we can make in the Editor and making an example using turbo cartocss. Right now, the plan is that as I go through the examples, I'll add them to the Wiki here and then as we feel the examples are complete and comprehensive enough to go to doc I will tag you. Each example will hopefully also answer some of the more specific questions that you have above... As I familiarize myself more, I will also keep you in the loop and when ready, give you a high level overview so you can start thinking about the best way to format the doc.
