data: support clock drift correction and complete daylight savings support

Add support for first order date+time adjustment. Current zero order corrections are insufficient for long running sets.

Corollary requirements:

• dialogs accept custom filtering as opposed to just all
• custom filter support is extended to include a datetime range

These also fix Timelapse's current inability to apply daylight savings time corrections over certain database use and camera servicing patterns.
