Anon can start 'Create your own checkbook' CTA on home page #137

Summary

As always remember to check Figma for definitive designs

[ ] Anon sees a call to action on the logged out home page
[ ] Entering email address checks validity of email and enables button once syntactically valid
[ ] Clicking CTA button takes you to the 'create your check book' story, with email filled in

Notes It's OK not to check for 'taken' email addresses for now, will address that in later user stories
