[Password] Cannot unlock the account with the correct password

Describe the bug As the user, I cannot unlock my account with the "correct" password

To Reproduce Steps to reproduce the behavior:

1. Create new Wallet or Import new phrase
2. Enter password without following the validation rule. For example: casper19911992
3. Lock the account
4. Enter the password in step #2.
5. Cannot unlock the account

Expected behavior Should add the validation rule on step #2.

It's production issue and quite easy to fix then. I suggest we should release it in 1.7.0. Cheers!
