Is there any way to test this on local with dummy signature?

@raza0268, Sorry for delay to reply.

first, the public key on the AdMob key server. so the key will be update, and signature must be different in every times.

so you can expose your local project by expose, and set up callback url in AdMob with User ID and Custom data for testing.
