Update development notes #206

Hello.

I was trying to contribute to the site, and realized the development notes did not consider the migration to Hugo.

This PR updates it with the new instructions on how to run the development environment.

Also changed it from .rst to .md as it has a more extensive support on GitHub and seems to be the standard for the past decade.
