Added a check for wheel's durability when determining if wheel should be damaged.
Also, while I'm here, I increased durability of rail wheels. They are solid and strong metal wheels after all, but had durability of 180, which was lower than durability of ordinary wheel (200).

Got road roller, drove over nailboard trap, checked absence of messages and no damage dealt.
Got ordinary car, drove over nailboard trap, check message about car's wheel run over the trap and destruction of the wheel.
