modify quest giver npc - accept fixed quests, not just random quests

need a flag for deciding between random quest and scripted quest.

Eg: Lauren Valiant wants you to help her get Fusili Romano off her back about the mortgage. It wouldn't make sense to have the quest requirement turn up in the bushes at the park.

This is a flag now. We just need to create some quest rewards that will serve as quest requirements now.
