They both have quest requirements which haven't been created yet.

Mayor O'Donnel requires Dinner Reservations from Romano. (But Will the Weasel can also furnish these.)

Romano requires a diamond necklace, spawned randomly.

The final judge requires a get out of jail cards from the Mayor (granted when he gets his dinner reservations)
