random quest objective spawn point location descriptions don't match latest city map #129

Lauren or Romano might tell a player, go find a thing in the Cobbler's office. Or something like that. There's no cobbler on the latest map.

Go through all the quest objective spawn locations and update description.

This was only really an issue for the commercial district. I've modified the spawn locations.
