this is resolved with increasing the trigger finger rate.
By design they are supposed to lock their aim in place while they're firing bursts. If the burst is very very slow, it will look like they're dumb because they can't face the player.
I turned the trigger time up to 0.2 and the reload time to 1.5 (instead of 1.5, 1.5)
Seems like once a cop has started shooting, they won't turn to face the player, so they end up shooting in the wrong direction if the player moves across their x position.
