Create an overhead parallax layer like seen in Darkwood #33

Darkwood game has a parallax layer with a shader that reveals the area around the player (with a simplex noise pattern * radial gradient.)

Should we do the same with some smoke effects? Would that add anything to the game, or is it time wasted?
