Allow NPCs to move between buildings #67

It might be nice if NPCs could move between buildings.

Either make a bigger nav mesh, or come up with a new routine to pass NPCs off to the city map for inter-building transit.

Nav Polygons are now on the city map. Once an NPC has taken a shot at the player, they will happily follow the player across the map.
